Sixey, you miss the point entirely and as you've worked for the local authority previously I can say I am a tad suprised.
The whole point is not to actually make any sense but to obfuscate any relevance between cause and effect. This serves a dual purpose in that it enables the people making these descisions to feel superior in a neat avoidance of dealing with the thorney issue vein and it puts you on the back foot wondering whether the only way to get what you want,(ie. dosh) is to cow-tow to their ludicrous whims.
